Why does it need a power adapter?
3.5-inch drives need more power than a USB port can give, so the adapter powers the drive.
Will a 2.5-inch laptop drive work?
It is designed for 3.5-inch drives. For laptop drives, choose a 2.5-inch enclosure.
USB 2.0 or 3.0?
USB 2.0 is fine for backups and documents. For large files, the USB 3.0 version is much faster.
